It is the rims, molded and concave in shape. The "Slumberland" inaugurated this mythical series in Great Britain just after the war, equipped with convex rims. When Dinky Toys programmed other advertising variations, the management offered Hudson Dobson a "lot", which I imagine was at a low price to liquidate the last Slumberland crates to be assembled.
